Wholesale funding providers are generally sensitive to changes in the credit risk profile of the institutions to which they provide these funds and to the interest rate environment. For instance, such providers closely track the institution's financial condition and may be likely to curtail such funding if other investment opportunities offer more attractive interest rates. As a result, an institution may experience liquidity problems due to lack of wholesale funding availability when needed. Academic research suggests that the use of wholesale funding was one of the major determinants of bank vulnerability during the 2007-2010 financial crisis.

This is to protect depositors in case of problems in the bank loan portfolio. When the banking system nearly collapsed in 2008 and 2009, badly constructed loan portfolios hemorrhaged losses and the United States government stepped in with billions of dollars in loans. Along the way credit still dried up and loans for the common person became hard to find. People lost their homes as banks foreclosed. The Federal Reserve has pursued a policy of low interest rates to help stimulate the economy. However, the same low interest rates that help industry leave savers with virtually no return on bank deposits. Savers have to choose between investing in risky stocks or other questionable investments and accepting a negligible return on their banked assets. What banks did next leads to the hazards of wholesale funding. Wholesale Funding Sources Banks that cannot attract enough deposits look for Federal funds, state and municipal funds, advances from the Federal Home Loan Bank, primary credit advances from the U.S. Federal Reserve, deposits from foreign sources, brokered deposits, or money from CD listing services or via the internet. The hazards of wholesale funding are that if this backup system of bank reserves does not work a banking system collapse may be in the works. Fundamental analysis of this way of doing business may lead investors to seek more secure ways to protect their assets. Federal Deposit Insurance The most recent increase passed by congress insures bank deposits up to $250,000 per depositor. However, the reserves of the Federal Deposit Insurance Corporation may not be sufficient in the case of a major collapse. Although the FDIC says that deposits are backed by the full fair and credit of the government, a few billion in cash plus the ability to borrow $500 billion might not be enough in the situation gets really bad. And, it is not clear to what degree the government would step in if FDIC resources are breached. Concerns Voiced by the FED Chairman In a recent speak Fed chairman Bernanke noted that important risks remain in the short-term wholesale funding markets. His concern is how the system at large would respond to the failure of a single broker-dealer or borrower. The sense of this and the hazards of wholesale funding are that credit is to a large degree maintained by accessing other credit. The Federal Reserve is doing continual stress testing to see how the financial system would respond to various stresses. And, according to the Fed chairman, more work is needed to better prepare investors and other market participants to deal with the potential consequences of a default by a large participant in the repo market. He said this in the context of a possible run on money market funds. Where Else Can You Invest or Save Your Money? We wrote some time ago about three good offshore investment ideas. Although it may not be time yet to pack up and leave the good old USA, it may be time to look at investing in foreign stocks, or looking for real estate in growing markets like Panama, Colombia, and Brazil where the hazards of wholesale funding are something that you read about in the international edition of the Miami Herald but do not affect your every day or financial life. http://youtu.be/XCbuw6iXFKM

And how does transactional funding work? Transactional funding is a short-term (typically 24 hour) loan where funds are borrowed to purchase a property and quickly resell to an end buyer. When wholesaling, many deals (especially when working with banks in the case of REO's or short sales) are not assignable.The property must be first purchased and then resold to your end buyer - this is called a double closing. The first transaction between you and the original seller is referred to as the A to B transaction and the B to C transaction occurs between you and the end buyer. Transactional funds are electronically transferred to the title company who will be performing the double closing (two transactions on the same day). Note that all fund should be wired due to the increased fraud with cashier's checks. Real Estate Investors use transactional funding to do real estate investment deals without using any money out of pocket. These transactional funding lenders only need to check the closing documents for both the buying and selling of the properties and check the final-buyer's money transfers are in the correct escrow account. When the transactional funding lender is convinced that everything is ready, he/she authorizes the go ahead on the closing. Once the original seller has signed all his closing documents, the investor has signed his seller's documents and his end-buyer's documents, the transactional funder's money will be used to fund the first closing and the second closing with be funded with the end-buyer's money all within a few minutes. Final step, the transactional funding lender's funds are transferred back to their original financial institution plus a small fee (typically 1 - 2%) for the loan. The MLS Deals can be found on the MLS Set up alerts to new listings based on your criteria Check those updates every morning Send out a template offer to start the negotiation process You can simply use Realtor.com to spot new listings. Or have a Realtor do this for you, and then let them work the deals if they find good ones. As reported in the online Fox News, Yellen focused on liquidity issues in banks, a problem that has been partially addressed by raising international standards for the amount of capital banks need to keep in reserves. The need for strong wholesale funding regulations goes back to the near collapse of financial markets in 2008 when large banks did not have sufficient cash and borrowers could not get help in short term credit markets. The Fed believes that strong wholesale funding regulations are needed on top of the so called Basel rules which raised capital reserve requirements for major banks. For those of us who are not international bankers, however, just what is wholesale funding? Wholesale Funding Banks rely on wholesale funding for capital when deposits are low such as when interest rates are very low or when the economy is weak. Wholesale funding is the use of other resources of capital outside of core deposits used by banks to manage operations and limit risk. Sources of wholesale funding include monies from local, state and federal sources, advances from the U.S. Federal Home Loan Bank, the primary credit program of the United States Federal Reserve, foreign source deposits, deposits from internet or CD listing services and brokered deposits. A major issue with wholesale funding is that it is typically very interest rate sensitive. Sources of wholesale funding such as wealthy foreign investors commonly chase high interest rates and can easily pull a large chunk of a bank's wholesale funding overnight. Whatever the reason, when wholesale funding drops off, a bank will not have enough working capital to do business. This is what happened to many large banks during the recent financial crisis. This is why Fed chairman Yellen is talking about stronger wholesale funding regulations. Basically when banks are less leveraged they are more secure. However, the Fed has been fighting a battle to insure liquid capital markets since the 2008 market crash and before and is not going to tighten up credit markets as to cause another credit crunch. Is Any of This Working? Deutsche Bank details its funding and wholesale funding sources in its Investor Relations Funding online page. Diversification of our funding profile in terms of investor types, regions, products and instruments is an important element of our liquidity risk management framework. Our most stable funding sources are capital markets and equity, retail, and transaction banking clients. Other customer deposits and borrowing from wholesale clients are additional sources of funding. Unsecured wholesale funding represents unsecured wholesale liabilities sourced primarily by our Global Liquidity Management business. Given the relatively short-term nature of these liabilities, they are primarily used to fund cash and liquid trading assets. Unsecured wholesale funding comprises a range of unsecured products e.g. Certificates of Deposit (CDs), Commercial Paper (CP) as well as term, call and overnight deposits across tenors primarily up to one year. In addition, included within financing vehicles, is €11 billion of asset-backed commercial paper (ABCP) issued through conduits. The bank goes on to show through a number of graphs where its wholesale funding comes from. Is the Fed Doing Enough or Too Much? From the viewpoint of a Forex trader stable financial markets are good for hedging risk in international transactions. Volatile markets can lead to trading profits if the speculator can successfully anticipate which currency will win and which will lose during a financial meltdown. Stronger whole funding regulations are part of the picture of what the Fed is doing. And the stimulus program in which the Fed purchased US Treasuries and other bonds is another. The Fed is tapering its stimulus program and is generally expected to close out monthly purchases by year end. Interest rates are at issue here and their effect on the economy, national and global. The current online issue of Forbes speculates on when interest rates will rise and a change in Federal Open Market Committee interest rate targets. The FOMC participants raised their short-term interest rate projections from 0.75% by the end of 2015 to 1.0%. Though the increase wasn't very large, it was a move the markets did not embrace judging by the ensuing sell off in equities. The 2016 forecast jumped from 1.75% to 2.25%. This also seems to indicate a change in the FOMC's thinking. A concern for Forex traders is how well the Fed under Yellen can handle all that is on its plate.
